mailto on openURL not working with Outlook 2016 windows

Hi! I have this code

openURL("mailto:?" + "bcc=" + CCO + "&subject=" + Asunto + "&body=" + Mensaje)

to open Outlook with the BCC, Subject and Body preloaded. The problem is that is not working with Chrome and Outlook 2016 windows 10. It works with macOS.

How can I fix it?

    I found that the problem is the limited characters of Outlook in windows. How can I bypass it?

    it works with Mozilla Firefox and allow pop-up
