Shouldn't graphics adjust Y axis so that data visualization is pertinent?

I have this graph:

 

Why is the Y axis starting at 0? I have seen other examples elsewhere where this doesn't happen.

 

Anyone aware of this?

    Interestingly enough the radar chart works fine. Although I would really love to adjust it so that the 5 iron would not show centered smack in the middle of the chart.

    I have the same question. I cannot change the Y axis range on my graphs. It would be nice to kniw how to adjust it.
