I need emails sent to multiple people but they are only being sent to one person in the CC list.

Here's my code, the email sends to the 'To:' person and the last person in the CC list (i.e. James & Terry) but no one else. The person in the 'BCC:' to the 'Created_By.email' doesn't receive it either.
