Convert Rich Text to plain text html

Does anybody know a formula that will convert a plain text field to html code, in plain text?

@S Moore... I am slightly confused based on the subject.. The following image shows Rich Text... it's HTML equivalent .. and the Rich Text (aka html view) again.. The field lables show the function used.
