Roles dissapearing

I created a user and added a new role "allow-delete". I then proceeded to our tables and added the role restriction. All worked fine. I then deleted the user and wanted to add the role to other users. 

But the role was gone. Its not to befound in any views so basically because I deleted "the last user using the role" all our security on tables was gone.

Is that the expected behaviour?
