Can I use a cursor to loop through records

I have a three column table of 50 records consisting of an ID, Latitude and Longtitude coordinates.  I need to create a second table consisting of an origin ID and a destination ID that contains all combinations of the 50 locations in the first table.  I have an Oracle pl/sql background and not much else.  I'm comfortable using cursors to loop through the records.  How is this done in Ninox?
