License help

If I have a Professional license and am using Roles to allow access to certain tables, etc. and I want to add users that can only add/edit/delete data but not manipulate the database in any other way and cannot build databases themselves, which license do I pick for them?

I found instructions that it can be done from the Subscriptions page on my account, but that is not the case.
