Keeping users from deleting a record while still letting them edit a record

Hi guys,
I have a fixed record (Id=1) where uses can change some things (settings). Some buttons/ formulars refer to this record. I would like users not to be able to delete this record while at the same time being able to change settings in this record. I cannot block the whole table because users should be able to change settings within this record.
I know how to keep them from adding records (delete this), but what about keeping them from deleting them (without blocking everything)?

I use the Mac App. I know this is possible in the Cloud App, but this is not an option for my use case (I use it as a small grading tool for teachers).
