REST API filtering

How does one go about doing something like and get it to work?:

{"fields":{"Enter_qty": ">0"}

encodeURIComponent('{"fields":{"Enter_qty": ">0"}}')

filters=%7B%22fields%22%3A%7B%22Enter_qty%22%3A%20%22%3E0%22%7D%7D

The above returns no rows even though there are rows with Enter_qty >0. If I enter a specific value for Enter_qty it works and using >0 in the Cloud table filter interface works.
